Delta Junction Pool League By-Laws ARTICLE ONE - NAME1. The name of the league shall be Delta Junction Pool League. Whenever the initials DJPL are used in these By-laws and rules, it will mean Delta Junction Pool League.
ARTICLE TWO - ORGANIZATION1. The DJPL shall have a President, a Vice-president and a Secretary/Treasurer. These officers will be elected each fall at a general membership meeting before the new season starts. Officers can be team members, sponsors, or a representative of the sponsor. There will not be more than one officer from any one team or sponsoring establishment. 2. The DJPL shall have a Governing Board consisting of the President, Vice-president, Secretary/Treasurer and all team captains. The Governing Board will rule on protests and complaints in addition to other duties specified in these By-laws.
ARTICLE THREE - OBJECTIVES1. The objective of the DJPL is to promote pool and sanction league play according to the DJPL rules. 2. The DJPL shall be a nonprofit, nonpolitical and nonsectarian organization.
ARTICLE FOUR - MEMBERSHIP1. Membership is open to anyone who evidences interest in pool as a sport. Membership will not be restricted on the basis of race, religion, gender, national origin or age, except that members must be of Legal Drinking Age. 2. All memberships are subject to approval by the Governing Board.
ARTICLE FIVE - DUTIES OF LEAGUE OFFICIALS1. President: (1) Presides over all DJPL meetings. (2) Supervises the duties of officers and committees. (3) Represents the DJPL in dealing with others. (4) Signature may be one of two valid signatures required on DJPL savings account. 2. Vice-president: (1) Assist the President in DJPL duties. (2) Assume the duties of the President in his absence. (3) Assist Secretary/Treasurer as required. (4) Signature may be one of two valid signatures required on DJPL savings account. 3. Secretary/Treasurer: (1) Notifies members of meetings. (2) Keeps and reads the minutes of meetings. (3) Handles correspondence and announcements. (4) Compiles DJPL standings and schedule DJPL play. (4) Signature may be one of two valid signatures required on DJPL savings account. 4. Three officials jointly: (1) Handle DJPL finances. (2) Record income & expenses. (3) collect money from sponsoring establishments. 5. Governing Board: (1) Handle business of the DJPL. (2) Handle any protests. (3) Dictate the policies of the DJPL. (4) Has the authority to enter into contracts and agreements in the name of the DJPL.
ARTICLE SIX - VOTING1. Each Team Captain will have one vote, when required, at Governing Board meetings,. No one may vote on any protest involving their own team or sponsoring establishment. 2. Each DJPL member will have one vote when electing officers at the General Membership meeting. 3. The President is the only elected DJPL official who can vote, and then only to break a tie. If his vote is required on a protest involving the Presidents own team, the Vice-president will vote instead. The Secretary/Treasurer will vote if the protest involves both the President’s and Vice-president’s teams.
ARTICLE SEVEN - FEES1. Sponsorship fee is $20.00 per team, and must be paid no later than two days after the begining of league play. 2. Teams will pay $12.00 per team each night of play ($3.00 per player). This means when all four team members are present to play. If a team member does not show and that person’s games are forfeited, no fee will be required for forfeited games. 3. Team Captains will collect fees for their respective teams. Home Team Captains will be responsible for all monies and score sheets until delivered to the Secretary/Treasurer or the Pool League box at the Buffalo Lodge. The Home Team Captain is responsible to see that the correct amount of money is in each game envelope. 4. Money and score sheets will be delivered to the Secretary/Treasurer or the Buffalo Lodge no later than noon the Friday following the day of play, or Home team responsible looses any wins for those games. NO EXCEPTIONS to this rule will be allowed.
ARTICLE EIGHT - SPORTSMANSHIP1. Good sportsmanship should be the prevailing attitude during all DJPL events. 2. Attempts to distract an opponent while he/she is shooting will not be tolerated, and may lead to suspension from the league. Undue harassment from someone other than a DJPL member is the responsibility of the management of the establishment and should be taken to the management for correction. If no action is taken by the establishment, a protest should be filed using proper procedures (see article sixteen). 3. Any DJPL member who provokes a fight at a DJPL event will be bared from the League, by judgement of the Governing Board. 4. Gambling will nor be allowed and may lead to formal protest and/or suspension. 5. The attached ‘Rules of Play’ will be used in all DJPL games. ARTICLE NINE - SCHEDULES 1. Schedules will be posted in plenty of time for each player to know where they are scheduled to play. 2. Schedules will be arranged so that each team plays at least one home match and one away match against every other team in the league. 3. Each sponsor will post a schedule near the pool table. 4. Any establishment with more than one pool table will be required to post a schedule of table rotation.
ARTICLE TEN - EQUIPMENT1. A properly maintained pool table with proper lighting shall be provided by each sponsor. 2. No pool table will be smaller than 3 feet by 6 feet. 3. The Home team will give up their pool table a minimum of thirty minutes before scheduled start of play, so that the Visiting team may practice.
ARTICLE ELEVEN - TEAMS1. Each team will consist of 4 regular players and a limited number of subs (see article twelve). 2. One member of each team will be elected Captain and another member designated as Co-captain. 3. Regular team members may only play on one team.
ARTICLE TWELVE - SUBS1. There will be a limit of 6 shared subs per establishment sponsoring two teams (3 subs per team), or 4 subs per establishment sponsoring one team. Shared subs may be used on either or both teams playing for the same establishment. 2. When a player ‘subs in’ for another player, the player who is ‘subed out’ is out for the rest of the match. 3. A player may only sub for one other player during a match. 4. Subs can only shoot for one establishment. In the event that they shoot for a team sponsored by another establishment, those games will be forfeited. 5. No player may sub for another during a game once it has begun.
ARTICLE THIRTEEN - MATCHES1. Each match will consist of 16 games between two teams. 2. 4 player teams - The four members of the Home team will each play one game against all four members of the Visiting team in a rotation consistent with the score sheet provided by DJPL officials. 3. 5 player teams - A five player team will be allowed where one player shoots 4 games and the other four players each shoot three games in a rotation consistent with the appropriate 5 player score sheet provided by DJPL officials. 4. 5 player teams must put their playing order on the score sheet first, to avoid ‘choosing’ opponents. 5. A player’s games may not be put off until the end of the evening to wait for them to show up. If the player is not there when their turn in game rotation comes up, it is a forfeit. 6.Matches will generally be played Tuesday evenings , starting at 7 PM. (exceptions, article eighteen).
ARTICLE FOURTEEN - AWARDS1. An awards committee made up of the team captains will meet no later than four weeks before the end of the season to determine types and distribution of awards. 2. Distribution of funds for food, drink and awards at the annual party will be voted on by the Governing Board no later than four weeks before the end of the season. 3. The establishment sponsoring the winning team will have the party as long as they keep their beverage prices the same as normal daily prices.
ARTICLE FIFTEEN - TEAMS WITHDRAWING1. A team will automatically be withdrawn from the league if it forfeits three matches during the season (forfeit match meaning the entire team fails to show up). 2. Any team that is withdrawn due to forfeit or any team that voluntarily withdraws will forfeit all games previously played and all games yet to be played.
ARTICLE SIXTEEN - PROTESTS1. Only Team Captains may file protests. They must notify the opposing Team Captain before leaving the establishment, and the league President within 72 hours, of the alleged infraction. Alleged infraction will be listed on the score sheet for that night’s games. A formal written protest must be submitted to the DJPL President within 72 hours or the protest will be considered invalid. 2. The President will convene the Governing Board to rule on any protest. Members of the Governing Board whose teams are involved in the protest will participate in the discussion, but will not vote on the protest ruling. A ruling must be made before the next scheduled match between the teams involved. 3. All games will be shot, regardless of whether they are under protest. 4. The decision of the Governing Board will be considered final.
ARTICLE SEVENTEEN - DUTIES OF TEAM CAPTAINS1. The Captain is responsible for the conduct of the team, accuracy of the score sheet, and ensuring that his home location maintains standards of equipment and a normal supply of score sheets and envelopes. 2. Each team will have a Co-captain who will direct the team when the Captain is not available or is shooting a game. 3. The team Captain is responsible for collecting member’s fees. 4. The Home Team Captain is responsible for collecting the fees from the visiting team and for delivering all monies and score sheets to the Secretary/Treasurer or the Buffalo Lodge by noon the following Friday
ARTICLE EIGHTEEN - WEATHER CONDITIONS1. If the temperature is 40 below at the Buffalo Lodge at 6:00 PM, that night’s scheduled pool games will be canceled and carried over to the end of the season. 2. In the event of a snowstorm, the two teams have the option of rescheduling the match at their convenience, preferably within that week.
ARTICLE NINETEEN - SEASON OF PLAY1. The playing season will be split in two, first half and second half. 2. The first half will consist of 1 match played between every possible pairing of teams. The second half will also consist of one match between every possible pairing of teams, with the added condition that whichever team of each pair was the Home team in the first half will be the Visiting team for the second half match, and vice-versa.
ARTICLE TWENTY - PLAYOFF1. The top 2 teams will have a playoff at the end of the regular season. The top two teams will be the first place teams from each half; two different teams. If any duplicate teams are picked by this method, then the 2nd team will be chosen by highest total standings for the year. 2. The playoff will consist of one 16 game match at each team’s home establishment. The team with the highest total yearly stats will have the first match at their home establishment. 3. The 1st place team for the season will be the team with the highest number of playoff wins, the other team will be ranked 2nd. In the case of a playoff tie, the 1st place team will be the one with the highest number of total wins for the season.
ARTICLE TWENTY-ONE - CHANGES TO BY-LAWS AND RULES1. Any and all of these By-laws and attached rules may be changed or amended at any time the Governing Board meets to discuss and vote on such changes.
ARTICLE TWENTY-TWO - AUTHENTICATION AND VERIFICATION1. These By-laws and attached Rules of Play were approved at the DJPL meeting on 9-19-01.
