Delta/Clearwater Dart League By-Laws
Article one - NameThe name of the League shall be Delta/Clearwater Dart League, also referred to as DCDL. Article two - Organization 1. The DCDL shall have a President, Vice-President and a Secretary/Treasurer. These officers will be elected annually at a general membership meeting. Officers can be team Captains, team members, sponsors or their representatives. There will be no more than one officer from one team or sponsoring establishment. 2. The DCDL shall have a Governing Board consisting of the three elected officers and the team Captains or Co-captains. The governing board will rule on protests and consider complaints about undesirables in addition to other duties specified in these by-laws. Article three - Membership 1. Membership in DCDL is open to anyone who evidences an interest in darts as a sport. Membership will not be restricted on the basis of race, religion, gender, national origin or age (except members must be of legal drinking age ie. 21 or older). 2. All memberships are subject to the approval of the Governing Board. Article four - Objectives 1. The objective of the DCDL is to promote darts and sanction league play according to the rules in effect. 2. The DCDL shall be a non-profit, non-political, non-sectarian organization. Article five - Duties of League Officials 1. President: Presides over all meetings...supervises the duties of Officers and committies...represents the league in dealing with others...may be one of two valid signatures required on DCDL savings/checking account. 2. Vice-president: assist the President in maintaining the efficiency of operations...assume the dities of President in the absence of the President...assist the Secretary/Treasurer as required...may be one of two valid signatures required on DCDL savings/checking account. 3. Secretary/Treasurer: notify members of meetings...keep and read minutes...schedule League play...handle DCDL correspondence and announcements...compile League standings-stats...handle League finances...collect money from sponsoring establishments...keep records of income and expenses...may be one of two signatures required on DCDL savings/checking account. Article six - Voting 1. Each DCDL member will have one vote when electing officers. 2. Each team Captain will have one vote at Governing Board meetings. They may not vote on a protest involving their own team or sponsoring establishment. 3. The elected officers will not vote at Governing Board meetings except in case of a tie. In that case the President will vote, providing the President is not disqualified via article six, section 2. If the President may not vote, the Vice-president will vote. If the Vice-president may not vote, the Secretary/Treasurer will vote. 4. The governing board may not spend more than $100 without the approval of the general membership. Article seven - Fees 1. The sponsoring fee is $25. per team and must be payed no later than two days after the begining of League play. 2. Each team will pay $12 per night of play if all team members are present to play ($3. per player). If a team member does not show and forfeits games, no fee is required for the forfeit games. 3. Team Captains will collect fees for their respective teams. Money will be given to the Home team Captain to be delivered to the Treasurer or the DCDL lockbox by 6:00 pm the Friday following the game (or in the case of a makeup game, before the next scheduled game). 4. All money will go into the DCDL fund. 5. Team Captains are responsible for all money given them until delivered to the Treasurer or the DCDL lockbox. Article eight - Sportsmanship 1. Good sportsmanship should be the prevailing attitude during all DCDL events. 2. Attempts to distract an opponent while they are shooting will not be tolerated and may lead to suspension from the DCDL. Undue harassment from someone other than a league member is the responsibility of the establishment and should be reported to the management for correction. If no action is taken a formal written protest should be filed using proper procedures. 3. Any League member who provokes a fight will be barred from the League by the judgement of the Governing Board. 4. Gambling by team members will not be allowed and may lead to a formel protest and/or suspension. 5. The attached Rules will be used in all DCDL games. Article nine - Schedules 1. Schedules will be posted in plenty of time for players to know where they are scheduled to play. 2. Schedules will be arranged so that each team plays one home game and one away game against every other league team. Article ten - Equipment 1. A properly maintained dart board with proper lights will be provided by each team. 2. All dart boards will be mechanical and self-scoring. 3. All throwing lines will be eight foot from the front of the dart board. DCDL will provide new throw lines for each establishment at the start of each league season. Each establishment must buy replacement throw lines if necessary. 4. The Home team will give up the dart board a minimum of 30 min before the start of play so the visiting team can practice. Article eleven - Teams 1. Teams will consist of a maximum of eight players (4 regular and 4 subs). 2. A player must play for the team they register with unless they change before the first night of play. 3. A player may change teams if their team voluntarily withdraws from the league and there are more than 4 weeks to play. 4. Players may be deleted from the team roster and replaced by other players at the discretion of the team Captain. Rosters cannot excede eight players, and any player who is deleted can not be reinstated. Team Captains can change their official team roster by reporting the changes on their score sheet. Care must be taken to ensure new players meet eligibility requirements, as ineligible players will forfeit all games played. Article twelve - Matches 1. Matches will begin at 7:00 pm each Thursday unless other arrangements have been agreed to by both teams. All makeup games will be played prior to the next scheduled game or the team causing the delay will forfeit the match. If the temperature is -40 degrees or colder at the Buffalo Lodge at 5:00 pm on a Thursday dart night, the matches may be postponed for up to 4 weeks. 2. Each player will play a total of 7 games per match for a total of 21 games. 3. Games to be played: a. 16 games 301 singles - 1 point per game b. 4 games 501 doubles - 2 points per game c. 1 game cricket teams - 4 points per game 4. Teams with less than 4 players will forfeit games of missing players. 5. If only one player from a team shows up, that player will play. In double and team games, the missing player(s) will be skipped by pushing ;next player; showing no points for the missing player(s). 6. Substitutions may be made at any time during the match with the following exceptions: a. The player who started the game must finish the game. No substitutions will be allowed during a game unless the player becomes physically unable to play. b. Substitutes must be a team member and on the team roster. c. If a player is replaced by a substitute, they may not return to the match later. 7. Any Team wishing to play on a different date must contact the other team at least 5 days in advance. The Secretary/Treasurer must be notified of the change. 8. Score sheets will beturned in to the Treasurer or the DCDL lockbox along with the team fees. 9. All results posted by the Secretary/Treasurer will be considered final unless protested in writing to the President within 5 days of posting. Article thirteen - Championship and Playoffs 1. The League Champion will be the team with the most wins at the completion of League play. 2. In case of ties, a 21 game match will be played on a neutral board determined by draw or the Governing Board. 3. Should more than 2 teams tie for 1st place, a playoff schedule will be determined by the governing board. Article fourteen - Awards 1. An awards comitee of Sponsors and the Governing Board will meet before the end of the season to determine types and distribution of awards. 2. The sponsoring establishment of the winning team will be the location of the end-of-the-year party. The Governing Board will meet and make a decision concerning food and beverage, depending on DCDL funds. 3. Awards will be given for the 1st, 2nd, 3rd, 4th and 5th place teams, and a sportsmanship award will be given to the team having the most fun (to be chosen by the team Captains and Sponsors). 4. Individual awards will be given for: a. mens and womens high darts, 1st, 2nd, 3rd b. high hat tricks, 1st, 2nd, 3rd c. high 3-in-a-bed, 1st, 2nd, 3rd d. high low tons, 1st, 2nd, 3rd e. high high tons, 1st, 2nd, 3rd f. high ton 80s, 1st, 2nd, 3rd g. perfect 301 games 5. Individual pins will be given for: a. Hat tricks, 3 bulls in 1 round b. 3-in-a-bed, 3 darts in same segment in 1 round c. low tons, 1 round score of 100-149 d. high tons, 1 round score of 150-179 e. ton 80s, 1 round score of 180 f. Perfect 301 game, 6 dart out 6. The Championship plaque will travel to the sponsoring establishment of the Championship team. The Memorial Plaque will travel to the sponsoring establishment of the red lantern team. Article fifteen - Team Withdrawing 1. A team will automatically be withdrawn from the League if it forfeits 3 matches during the season. A match is forfeit when the entire team fails to show up. 2. Any team that is withdrawn due to forfeits, or that voluntarily withdraws, will forfeit all games played and all games yet to be played. Article sixteen - Protests 1. Only team Captains may file protests. They must notify the opposing team Captain, list the infraction on the score sheet, and notify the DCDL President as soon as possible. Formal written protest must be submitted to the President within 72 hours or the protest will be considered invalid. 2. The President will convene the Governing Board to rule on any Protest. Members of the Board whose teams are involved in the protest will participate in discussion but will not vote. If a vote is required, a ruling must be made before the next scheduled match of the teams involved in the protest. 3. All games will be played regardless of whether or not they are under protest. 4. The decision of the Governing Board will be considered final. Article seventeen - Duties of Team Captains 1. The Captain is responsible for the conduct of the team, accuracy of the score sheet, ensuring the Home location maintains standards of equipment, and a normal supply of score sheets and envelopes. 2. The team Captain is responsible for collecting player fees. 3. The Home Team Captain is responsible for collecting player fees, visiting team fees and the signed score sheet, and delivering them to the Treasurer or the DCDL lockbox by 6:00 pm on the Friday following the match (in the case of makeup games, before the next scheduled game). If the money and score sheet isnt turned in to the Treasurer or the DCDL lockbox by this time, the Home team will loose their points for that game. Visiting teams would retain their points. 4. Each team will have a Co-captain to direct the Team when the Captain is unavailable or is playing a game. Article eighteen - Changes to By-laws and Rules 1. Any and all of these by-laws and attached rules may be ammended or changed at any time the Governing Board meets to discuss and vote on proposed changes.
